Road Projects Anything But Smooth

Which roads in Norfolk should the town pave next? With many roads in tough shape and relatively little money to address them, selectmen are opting for modest projects now that road-paving season is upon us.

A 700-foot northern portion of Seekonk Street (near the Medfield town line), a 2,200-foot stretch of Fruit Street (between Chicatabut Avenue and the Medfieldtown line), and the intersection of Main Street with Seekonk Street and Needham Street are among road projects selectmen approved this week.

The area where east-west Main Street meets with Seekonk Street to the north and Needham Street to the south is a high priority because it is a “high-accident in­tersection,”

Vito told selectmen during the board meeting this past Tuesday af­ternoon.

“This is critical,” Vito said. The plan calls for using $54,000 in Community Preservation Act funds to re­build the wall along Norfolk Cemetery to provide more room for the roadway. The Community Preservation Act is a state law that towns and cities can adopt that sets aside a local property-tax sur­charge plus state matching funds to pro­mote open space and recreation, historic preservation, and below-market-rate housing. The wall along Norfolk Cemetery qualifies because the cemetery is consid­ered a historic asset of the town. Fixing the intersection should cost an estimated $44,815 in state highway funds.

From a road point of view, moving the wall will lessen the likelihood that a truck turning right onto Seekonk Street from Main Street will take out the corner of the wall.

“Once we move the wall, then we can correct the radius,” Vito said.

“It’s going to be a real site improve­ment,” said public works superintendent Bob McGhee.

West of town center, the Main Street and Sweetland Farm Road intersection needs a drainage fix. “The road pitches to the middle of Sweetland. It’s always being patched,” McGhee told selectmen. Vito said the drainage correction would prepare the area for an extension of sidewalk from Medway Street west to Canterberry Road. Town officials are aware that the road projects they plan leave many rough roads to deteriorate further. Selectman Jim Lehan brought up Medway Street, for in­stance, which connects Main Street and Myrtle Street for those willing or needing to endure a long, bumpy ride.

The problem is, Medway Street is in such bad shape that it needs to be dug up and rebuilt — an expensive proposition.

“Medway’s start­ing to rank up there as one of the worst. But it’s not a quick fix,” McGhee said.

Instead, Grove Street stands to get some attention. The Water Division of the town Department of Public Works has $52,000 remaining from a previous water article at Town Meet­ing

earmarked for paving. Of that figure, $50,954 would cover an overlay of a stretch of Grove Street start­ing at Park Street.

On Tuesday select­men also approved $5,300 in Chapter 90 highway funds to re­surface Grove Street from Bridie Way to Trailside Way.

The local road proj­ect do not include the larger Route 115 proj­ect now under way. That’s a state project. Fixing Norfolk’s other roads would take several million dollars, as opposed to the sev­eral

hundred thousand that town officials have on hand.

In 2001, voters ap­proved a $300,000 operating override of Proposition 2 ½ for roads, but in recent years those funds have been diverted for other uses, such as public education and public safety. Last year, voters rejected a $200,000 Proposition 2 ½ over­ride that would have provided a steady stream of revenue for a road stabilization fund.

So town officials have only so-called Chapter 90 highway funds from the state — about $63,000 in previously received state funds plus about $296,000 expected this coming fiscal year.

McGhee did a sur­vey of road conditions in 2008 that found much roadway in Nor­folk in poor or failing condition. While the original survey is out of date, McGhee said the trend is downward.

He told selectmen that if they compared the original survey with an updated version, “… you’ll see that the pavement condition is slipping backwards.”
