Norfolk Police have changed the driver, a 31-year-old Norfolk man, with operating a motor ve­hicle under the influence of drugs, and reckless op­eration of a motor vehicle, among other charges. The was injured in the crash and was treated at Norwood Hospital before being re­leased into police custody.
